Built on a 14.5 ha plot of land on the edge of the Saigon River, facing into the CBD, Empire City will be the pinnacle of the Thu Thiem New Urban Area. With its own financial and commercial centers, entertainment, and culinary options, Empire City will develop into a township in its own right just as Phu My Hung has managed in District 7.

Keppel Land is a member of Keppel Group, a Singapore based corporation. Keppel Land is a pioneer foreign real estate developer in Vietnam completing the International Center located in central Hanoi since 1995 and the original Saigon Center commercial center in 1996.
